We are glad to learn that President of the China Disabled Persons' Federation Deng Pufang won the 2003 United Nations Prize in Field of Human Rights. I wish to take this opportunity to express our warm congratulation to Mr. Deng Pufang.

Mr. Deng has devoted himself to promoting the course  of China's disabled people and protecting their human rights. He has contributed greatly to improving the situation of the disabled people. Deng has also actively advocated for international cooperation in protecting the rights and interests of disabled people and made consistent efforts to improve the situation and protect the rights and interests of disabled people across the world. He fully deserves the Prize.

This prize is both an appreciation of Deng's achievements in protecting and improving the rights of the disabled and an affirmation of China's efforts in promoting and protecting human rights. The Chinese Government will continue to adopt effective measure to guarantee the rights of the disabled and will continue to support and take part in international exchange and cooperation in the field of human rights , including  protecting the rights of the disabled.
